I laid before the Marquess of Lansdowne your letter 35099/1904, in which you enclosed a copy of Despatch from the Governor of Hongkong with regard to a proposed postal Convention between that Colony and China.

You enquire whether Lord Lansdowne sees any objection to the terms of the Draft Convention.

I am to inform you that, so far as this Department is concerned, there is no objection: Lord Lansdowne presumes, however, that before assenting to the terms of the Convention, the Secretary of State for the Colonies will await the receipt of a reply from the Postmaster General on the subject.
